Statement of Significance (as of designation - May 15, 1975):
Erected between 1864 and 1866, the Old City Hall served both as a municipal building and Utah Territorial Capitol until 1894. It was a focal point for confrontations between Federal officials and Mormon leaders.

Condition:
The Council Hall is in good condition. The Utah Office of Tourism and the Utah Film Commission occupy the NHL building.
