Statement of Significance (as of designation - February 4, 1985):
Completed in 1890, this is a major work by an important late-19th-century architect, Frank Furness (1839-1912). The red-brick Gothic style structure has Romanesque elements and distinctive, monumental foliate detailing; an uncompromising funcitional masterpiece, it is one of the last Ruskinian Victorian Buildings.
