Statement of Significance (as of designation - October 11, 1994):
This is a nationally distinguished commemorative tribute to the state's heroes who have fought and suffered or died in war; additionally, it is the national headquarters of the American Legion, the largest organization of veterans. The American Legion, formed in 1919 by veterans of World War I, quickly became a large and influential organization, its activities touching on every aspect of the welfare of veterans and their relatives, including efforts to influence America's foreign policy and defense posture. The district's plan present dramatically the realization of the city planning concepts of classical formality and grand monumental scale envisioned by city planners, architects, and artists in the City Beautiful movement of the early 20th century.

Condition:
Marion County Library plans to attach two modern sculptures of the front face of the library. These structures will be attached to the historic fabric. The State Historic Preservation Office and the National Park Service were not notified of the upcoming alterations to the building. The agencies are currently investigating the potential threat.

1. Replacement of the edging around the American Legion Building. 2. Repair of leaks in the Shrine Room of WWI Monument. 3. Planning is underway for fire protection for the museum. 4. Effort underway to add Civil War Soldiers and Sailors Monument to the NHL district. 5. Forty trees were replaced inside the plaza.
